                               RESOLUTION NO. 19000
                  
                  
                   A RESOLUTION APPROVING SUBMISSION OF AN
                   APPLICATION FOR MODERNIZATION FUNDING BY THE
                   CHATTANOOGA HOUSING AUTHORITY FOR FY 1991
                   AND ATTESTING TO THE CITY OF CHATTANOOGA'S
                   SUPPORT OF PUBLIC HOUSING.
                  
                  
                                                    
                  
                  
       	    	 WHEREAS, the Chattanooga Housing Authority has presented
       its plans for requesting funding of modernization activities 
under
       the Comprehensive Improvement Assistance Program (CIAP) of the
       Department of Housing and Urban Development; and
       	    	 WHEREAS, the City of Chattanooga desires to support an
       application for funding in accordance with said plan;
       	    	 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
       THE CITY OF CHATTANOOGA, TENNESSEE:
       	    	 1.   That the City endorses and approves the application
       consisting of the work items as set forth in the attached 
summary;
       	    	 2.   That the City has not provided duplicate funding of
       the listed work items through CDBG or other sources;
       	    	 3.   That the City has met and will continue to meet its
       obligations under the Cooperation Agreement and will commit
       additional support for public housing modernization where
       feasible;
       	    	 4.   That the City, based on consultation between
       Chattanooga Housing Authority and appropriate public officials,
       finds that the proposed improvements are feasible and will
       contribute to the long-term viability of the affected 
development;
       and
       	    	 5.   That the City has determined that the proposed
       improvements are consistent with local plans for neighborhood
       revitalization, economic development, drug elimination and local
       expenditures.
